Job Description

POSITION OVERVIEW:
Responsible for the evaluation of HR Technology related problems and the development of information systems solutions. Provide technical expertise for HR technology applications that support the HR organization, including Freight Canada and Mexico. Responsible for ensuring data integrity and providing analytics. Provide system support and guidance for process improvement initiatives through Quality Driven Management (QDM).

ESSENTIAL JOB DUTIES/RESPONSIBILITIES:
1. Analyze abstract concepts and recommend problem resolutions using a combination of business and systems expertise
2. Determine information systems/applications needed, research and plan new system functionality and applications for implementation in the Human Resources organization including recommendations to leadership from RFP through implementation and support
3. Lead, assemble and facilitate project teams for new implementation and system upgrades; as well as responding to requests for smaller modifications and adjustments for HR applications. Identify resources needed, partners and stakeholders who need to be involved, develop overall, phased schedule to ensure timely completion of project, manage deadlines, and anticipate bottlenecks, provide escalation management, balance business needs versus technical constraints for successful project implementation
4. Collaborate with HR and non-HR functional groups to define and/or configure HR systems/tools to introduce efficiencies in manual processes and support strategic initiatives. Continually evaluate existing HR technologies and processes. Identify opportunities to streamline and optimize HR processes using HR technologies and represent Freight in cross Operating Company projects
5. Lead all business tasks identified in the Global Development Process (GDP) including appropriate reviews and approvals
6. Responsible for ad-hoc HR reporting requests and complex custom requests for all levels of management
7. Responsible for the identification, creation and development of quality improvement initiatives for the HR organization through the use of QDM and business process modeling (BPM) fundamentals
8. Maintain system procedure documentation pertaining to new processes, changes to existing processes, system enhancements, etc.
9. Serve in an advisory and support capacity to all departments within Human Resources (HR) related to day to day tasks, complex projects and data analysis
10. Mentor less experienced team members
11. Ensure compliance with the information security policy and standards for all HR Technology applications
12. Comply with all applicable laws/regulations, as well as company policies/procedures
13. Perform other duties as required

QUALIFICATIONS:
Bachelor’s Degree or equivalent work experience in Human Resources Information Systems, Computer Engineering/Science, Human Resources Technology, statistics, math or other related analytical fields plus five (5) years of experience providing application support and business systems analysis
Strong computer skills with experience using statistical software and reporting interfaces, data mining tools, machine learning techniques and data visualization: Statistical Analysis Software (SAS), Structured Query Language (SQL) and Spotfire, preferred
Advanced knowledge of relational database systems, for example: Oracle, DB2, AS400 or Microsoft Project/Access
Advanced knowledge of big data implementations, preferred
Technical writing, required
Project management experience or Human Resources Information Professional Certification, preferred
Knowledge of human resources and system business processes and practices, preferred
Experience supporting one or more HR Technology applications, (e.g. performance management software, applicant tracking software, timekeeping software, imaging software, Access Control, Oracle Business Intelligence or other human capital management suite), preferred
Experience implementing complex projects, highly desirable
Solid understanding of the software development process, including requirement gathering, analysis/design, development tools/technologies, release/version control, contemporary testing methodologies and deployment management
Able to create test plans, test scenarios, test scripts, and use best practice testing methods and QA
Excellent analytical and problem resolution skills including troubleshooting
Ability to communicate effectively with all levels of management, employees and outside vendors
Proven ability to partner with both internal technical and non-technical staff as well as third party vendors to deliver effective results
Must be highly organized and able to manage multiple tasks and projects simultaneously
Must be detailed oriented with the ability to identify problems and gather relevant information to determine root causes and identify data integrity issues
