Managing Director IT, Clearance Modernization

As the Managing Director, IT – Clearance Modernization, you will lead the technology delivery that transforms how FedEx prepares, reviews, and files customs declarations across its global clearance and brokerage operations. You will be accountable for turning the modernization strategy into working products, beginning with the United States and European implementations and building reusable capabilities that can be adopted in other markets.
This role brings together product delivery, architecture, engineering, data, testing, migration, and deployment into one integrated roadmap. You will partner closely with clearance and brokerage operations, regional leaders, regulatory teams, Planning and Engineering (P&E), and enterprise technology teams. You will ensure the new capabilities improve the broker experience and regulatory outcomes while current clearance operations remain reliable through the transition.

Job Profile Summary:

Plan, organize, direct and control all efforts relative to the design, definition, development, implementation and maintenance of computer systems, applications, projects and programs.

Essential Functions

• Lead a global organization responsible for the design, development, testing, deployment, and support of Clearance Modernization products and services.
• Own an integrated delivery roadmap with clear milestones, dependencies, decisions, and development timelines. Hold teams accountable for delivering usable capabilities and resolving risks promptly.
• Build reusable clearance capabilities, including declaration preparation and filing, broker workflows, data quality, and integration with the digital backbone. Design for country-specific regulatory requirements without creating unnecessary market-by-market duplication.
• Partner with business and operations leaders to define the decisions, exceptions, controls, and audit trail brokers need in their daily work. Translate those needs into practical product requirements and measurable releases.
• Guide the transition from legacy applications and processes to modern products, including data migration, coexistence, operational readiness, and the retirement of United States legacy clearance systems and other replaced capabilities.
• Ensure security, resilience, regulatory compliance, and production support are designed into the products and release plans. Maintain continuity of clearance operations during modernization.
• Establish transparent measures of delivery, adoption, quality, operational performance, and business value; communicate progress and decisions clearly to senior leaders.
• Develop leaders and multidisciplinary teams across regions and delivery partners. Set clear ownership, strengthen engineering practices, and build the capability to scale the platform globally.
• Perform other duties as assigned.

Preferred Qualifications:

• Extensive experience leading the design, development, implementation, and operation of large-scale, transaction-based systems and data-intensive platforms.
• Demonstrated experience delivering complex technology transformation across multiple teams, with accountability for execution in a live production environment.
• Strong senior leadership, communication, and stakeholder management skills required.
• Ability to connect business outcomes to technology decisions; make trade-offs across speed, reuse, regulatory needs, and operational risk; and bring clarity and accountability to complex cross-functional delivery.
• Experience developing leaders and working effectively with business, operations, architecture, engineering, and regional partners

Experience in several of the following areas is strongly preferred:

• Customs clearance, brokerage, trade compliance, or other regulated operational workflows.
• Product-based delivery across multiple countries or regulatory jurisdictions.
• Modernizing legacy systems while maintaining business continuity and integrating new and existing platforms.
• Data platforms, APIs, event-driven integration, workflow automation, and operational controls.
• Leading global teams and technology partners through major releases and organizational change.

Minimum Education

Bachelor's Degree/equivalent in computer science, math or business or related field with emphasis in a quantitative discipline.

Minimum Experience

Extensive experience in systems development including design, development, implementation and maintenance of large batch or online transaction based systems. Experience in the majority of the following: mainframe, distributed systems, client server, relational systems, transaction and message systems, embedded systems, imaging and systems management and operation.

Knowledge, Skills, and Abilities

Previous management experience, strong leadership, human relations and communication skills required.
