Clearance Compliance; Customs Regulatory – Divisional
What You Will Do
As a Customs Regulatory Advisor, you will serve as the key expert on Vietnam customs regulations and international trade compliance, ensuring all FedEx import and export operations are fully compliant with the General Department of Vietnam Customs (GDVC) and relevant ministries (e.g., MOF, MOIT). You will support smooth clearance operations, minimize regulatory risks, and enable efficient cross-border shipment movement while maintaining high service standards.
Key Responsibilities
- Act as the subject matter expert on Vietnam customs regulations, import/export laws, and trade compliance requirements
- Interpret regulatory updates (Circulars, Decrees, HS classification rules) and translate them into operational procedures
- Ensure full compliance with Vietnam Customs (GDVC) regulations, including declaration accuracy, valuation, and duty/tax requirements
- Partner with clearance operations to resolve complex customs issues and minimize shipment delays or holds
- Liaise with customs authorities, inspection agencies, and relevant ministries (MOF, MOIT, MARD, MOH) to manage regulatory matters
- Provide advisory on HS code classification, customs valuation, origin rules (CO), and special permits
- Monitor KPIs (clearance time, compliance rate, exception rate) and drive continuous improvement initiatives
- Identify regulatory risks and implement mitigation strategies to prevent penalties, fines, or shipment delays
- Support internal and external audits, ensuring compliance readiness and documentation accuracy
- Develop and conduct training programs to enhance employee knowledge of Vietnam customs processes and compliance standards
- Drive standardization and process optimization across clearance operations to improve efficiency and accuracy
- Collaborate with regional/global regulatory teams to align Vietnam operations with FedEx global compliance standards
- Support digitalization initiatives (VNACCS/VCIS system, e-customs processes) to improve clearance efficiency
Key Requirements
- Bachelor’s degree in International Trade, Logistics, Supply Chain, Law, or related field
- Minimum 7 years of working experience related industries and background.
- Licensed Customs Broker certification in Vietnam
- Added advantage if experience in multinational logistics/express companies.
- Good to have ; Familiarity with FTAs (e.g., EVFTA, RCEP) and origin compliance
- Minimum 5+ years of experience in customs clearance, trade compliance, or regulatory advisory in Vietnam
- Strong knowledge of:
- Vietnam Customs Law and related Decrees/Circulars
- VNACCS/VCIS customs system
- HS classification, valuation, duty/tax calculation
- Import/export licensing and specialized inspections
- Experience working with General Department of Vietnam Customs and relevant government authorities
- Strong understanding of cross-border logistics and express industry operations is preferred
- Proven ability to interpret complex regulations and apply them into operational processes
- Strong analytical, problem-solving, and risk management skills
- High attention to detail with strong documentation control capabilities
- Effective communication and stakeholder management skills (both Vietnamese & English)
- Ability to work in a fast-paced, time-sensitive logistics environment
Education: Bachelor’s Degree in Business Administration, Engineering or related discipline
Experience: Four (4) years of work experience in aviation, regulatory or planning fields
