Sr. Aviation Security Specialist

GENERAL SUMMARY
Protects the brand by providing necessary and timely aviation security expertise to FedEx Express Canada by coordinating security policies and procedures to ensure regulatory compliance with Transport Canada (TC) and other regulatory bodies including the Transportation Security Administration (TSA). Investigates aviation security incidents; regulatory non-compliance, conducts risk assessments, delivers aviation security training, and coordinates with law enforcement and other government agencies. Identifies and mitigates potential aviation security threats and ensures compliance with all applicable directives related to aviation security. Designs, develops and applies preventative measures to reduce non-compliance, protect employees, customers, and the company, resulting in positive regulatory adherence and mitigation of internal and external threats to the FedEx air network.
Complete security audits, ramp assessment, regulatory self-inspections at facilities. Evaluate site to ensure regulatory compliance, adherence and application of company policies. Develops reports to address areas of improvement, provide corrective action plan for risk mitigation.
Coordinate and handle regulated inspections from Transport Canda or other governing bodies. Provide reports and ensure the implementation of the corrective action plan for the identified non-compliance related to equipment, training, and cargo movement.
Develops and maintains AvSec facility adherence and provides comprehensive reports. Conduct regular site and facility visits to audit performance of screening teams, investigate screening non-compliance, conduct root cause analysis and implement corrective action plan. Function as the regional point of contact for all matters related to Aviation Security. Coordinate with onsite vendor including but not limited to Explosive Detection Dog Teams and screening equipment.
Provide security advice and solutions to operational and support operation management based on current and applicable corporate security regulations, industry programs, national legislated requirements and internal regulations. Ensure necessary regulatory compliance has minimum impact or compromise to the operation and wider business interest.
Conduct Aviation Security training in accordance the TC and TSA requirements, included but not limited to Auth:orized Cargo Representative Training, Maintain knowledge of corporate policy, industry programs, national legislation and internal regulations related to Aviation Security.
Provide backup support by in securing shipments at the facility; intercept packages.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
Bachelor’s Degree or equivalent
Experience in regulatory/security environment or equivalent – 5 years.
Experience screening cargo is preferred.
Project management principles equivalent to QDM Practitioner preferred
Must be able to successfully complete the cargo screening training provided by Fedex within the first 30 days of employment (only applicable if candidate does not have prior cargo screening experience)
Must be able to obtain Restricted Area Identity Card (RAIC)
Must be able to work around canine teams dogs.
Security systems (i.e. CCTV, alarms, access control) knowledge required
Capacity to troubleshoot and find solutions for unforeseen issues that arise
Strong human relations and negotiation skills
Solid time management, organizational, and planning skills
High degree of integrity
Capacity to make good decisions while upholding security directives/government regulation
Excellent communication skills (oral / written / presentation) with ability to communicate to all levels within the organization and external agencies
Good with working in fast pace environment
Proactive and has initiative
Capacity to work alone and autonomously
Must be able to work afternoons/evenings/weekends.
Must be able to travel within immediate work area on a regular basis.
Must be willing to travel 30-50%
Minimum required 30% travel.
Ability to successfully complete all basic and re-currency training.
In the province of Quebec, must be bilingual (English and French).
