Position Overview
Responsible for developing and implementing talent acquisition strategies to identify and fill vacancies with qualified and diverse applicants in a timely and cost-efficient manner. Ensure recruiting strategy, methodology, and processes are aligned with business needs, talent strategy and desired employee capabilities/skills.
Essential Duties and Responsibilities:
- Complete end to end recruitment process including but not limited to the coordination of interviews, reference and background verifications
- Use a variety of online and offline sources (e.g., social media, networking, referrals, job boards, job fairs, internet searches, professional organizations, etc.) to build a pipeline of highly qualified candidates
- Partner with HR Business Partners and Service Centre leadership to understand current and future business needs and role-specific requirements
- Select, organize and participate in job fairs; assess potential contacts to identify qualified and diverse candidates for open positions
- Conduct various analysis related to recruitment and advise the Sr. Manager, HR on events, advertising, costs, resources, etc. that will be most effective
- Educate leadership on recruitment-related concepts, systems and processes and procedures through ongoing education and individual interaction
- Ensure recruiting activities follow all policies, procedures and processes outlined by company policies and Federal / Provincial employment law
- Support and liaise with the Diversity team for initiatives pertaining to Canada
- Comply with all applicable laws/regulations, as well as company policies/procedures
- Possess sensitivity and tact in dealing with candidates and management
- Perform other duties as required

Knowledge, Skills and Abilities Required
- Post-Secondary Degree in Human Resources or equivalent work experience in a related field
- Three (3) years staffing / recruiting / selection experience
- Proficient sourcing skills with the ability to use numerous creative techniques and channels to identify quality candidates including social media (e.g., LinkedIn, Indeed, Job Banks)
- Understanding of current federal labour and employment laws and regulations pertaining to employment selection and equal opportunity
- Bi-Lingual (English/French), preferred; Province of Quebec required
- Good collaboration skills with the ability to work as a team member
- Excellent time management, organizational and problem-solving skills, including excellent attention to detail and ability to work under minimal supervision
- Intermediate knowledge of Microsoft Office (e.g., Word, Excel, PowerPoint, Teams, SharePoint and Outlook)
- Experience with ATS, HRIS and Timekeeping systems
- Ability / willingness to learn new applications, software, systems, and equipment as required
- Professional verbal, reading and written communication skills
- Ability to effectively present information and respond to questions from groups of managers and/or applicants
WORKING CONDITIONS
- Must be able and willing to travel as required
- Valid Driver’s License required
- Hours may vary due to operational need
